A new shooter poses the reasonable question.
Between 9:30 and 10:00am on funshoot day, we decide by consensus, at the range, what the group wants to do. If you want to shoot in the rain, I'll run something. If you want to stand around and shoot the stuff, that's good too. If you are a fair weather shooter, you probably would already have stayed home, and that's good too.
We have had a few awesome shoots, 1/2 hr after a lot of folks left, and the weather cleared.
Weather in the hundred acre wood, is known to be a bit different than in the surrounding county...from time to time...

Unless it's a downpour I'll be there. They told me the ammo I bought was waterproof.
